This ICR is for
the proposed rule implementing the Recommendations of the Domestic
Sewage Study and is not approved for the following reason (1) EPA
has failed to estimate the burden of POTWs conducting sample
analysis as was done for Industrial Users in Exhibit 8 & 9,
whether in house or contracted as opposed to collecting the sample
OR needs to justify why it is excluded (only considered a cost-see
Exh. 7 col. 4-6 and (2) EPA should give additional consideration to
reducing monitorin frequencies for IUs or POTWs with good
compliance records or discharge that will not affect POTW
operation, pretreatment standards, or water quality standards. In
addition, Exhibit 7 incorrectly states hourly costs as $9.67 when
it should be $15.37 (p 31) and EPA should explain the basis for its
IU metal and organics sampling burden estimate of 10 and 33 hours
respectively (Exh. 8). As always, EPA should give careful
consideration to public comment on the proposal that identify
duplicative requirements or less burdensome approaches that satisfy
EPA's information needs. Any comments concerning paperwork issues
should be addressed in the final revised ICR.

TOXIC AND HAZARDOUS POLLUTANTS. RESPONDENTS INCLUDE INDUSTRIAL
USERS, POTW'S, AND/OR STATES.
