Terms of Clearance: In accordance with the agreement between HUD and OMB, the requirements at sections 4.b., 9, 10.b., 12.a.2., 13.a., 16, and 17.d. are approved for use through 12/7/88. The short-term approval to impose these requirements was obtained after HUD met with OMB (on 11/21/88) to provide additional information on the programmatic need for this information, as required at 5 CFR 1320.4, and is necessary to provide HUD with additional time to provide a more sufficient rationale for imposing the requirements at sections 9, 10.b., 13.a., and 16. Per the agreement between HUD and OMB, HUD shall provide OMB, by 11/28/88, with a rationale for imposing these 4 requirements as well as for the numerous other paperwork requirements contained in the field notice and identified during the meeting for which HUD has not provided any prior justification. These latter requirements have not been approved for use by HUD. The notice transmitted to the field by HUD should indicate that only the 7 sections indicated above have received OMB approval, and that no individual or entity may be penalized for failure to comply with the other paperwork requirements contained in the notice (in accordance with 44 USC 3512), which are currently unapproved.
