OMB is concerned that this particular information collection has been submitted to OMB improperly a number of times. The previous problems have included 1) a missing supporting statement 2) a supporting statement that failed to answer the questions regarding statistical methods and 3) a submission directly from the program official to the desk officer that neither the senior NSF official nor his authorized representative responsible for implementing the Paperwork Reduction Act had signed.
