Abstract: USDA IS OWED $127 BILLION OF WHI APPROXIMATELY $11 BILLION IS DELINQUENT. IT IS ANTICIPATED THAT THE DEBT COLLECTION PROVISIONS CONTAINED IN THIS INTERIM RULE, IN PARTICUL THE ADMINISTRATIVE OFFSET PROVISION, WILL ENABLE USDA TO INCREASE COLLECTIONS AND DECREASE DELINQUENCIES BY $15 MILLION.
