Abstract: THE STANDARD REQUIRES OWNERS OF PORTLAND CEMENT MANUFACTURING FACILITI TO MAKE REPORTS TO THE ADMINISTRATOR AND TO KEEP RECORDS. THE REPORTS AND RECORDS ENABLE THE ADMINISTRATOR TO DETERMINE THAT BEST DEMONSTRAT CONTROL TECHNOLOGY IS INSTALLED AND PROPERLY OPERATED AND MAINTAINED.
