Abstract: THE FEDERAL ACQUISITION REGULATIO, SUBPART 33.103 PROVIDES THAT PROTESTS TO A SOLICITATION OR TO THE AWARD OF A CONTRACT BY AN AGENCY MAY BE FILED WITH AGENCY, WHICH PROTEST "SHALL BE HANDLED IN ACCORDANCE WITH AGENCY PROCEDURES."
