CFR 1320 and the Paperwork Reduction Act, OMB cannot approve the
amendments to this collection at this time. The regulatio at 5 CFR
1320 do not allow the review of a ICR associated with a proposed
rule to extend beyond 60 days. The 60 day review period has expired
and there remain some outstanding issues as to the proper burden
estimate. This action does not affect the currently approved
collection nor its expiration date.

ONWERS AND OPERATORS OF STEAM
GENERATING UNITS WITH HEAT INPUT CAPACITIES GREATER THAN 29 MW (100
MILLION BTU/HR) WILL BE REQUIRED TO MONITOR OPACITY AND NITROGEN
OXIDES AND SUBMIT QUARTERLY REPORTS OF EXCESS EMISSIONS. NEW UNITS
MUST IDENTIFY THEMSELVES TO THE AGENCY. THESE REQUIREMENTS ARE
NECESSARY TO ENSURE THAT AFFECTED FACILITIES COMPLY WITH THE
STANDARDS ESTABLISHED IN THE NSPS.
