Abstract: SECTION 7(E) OF T FOOD STAMP ACT OF 1977 REQUIRES USDA TO PRESCRIBE APPROPRIATE PROCEDURES FOR THE DELIVERY OF COUPONS TO ALL ISSUANCE POINTS. STATE AND LOCAL GOVERNMENT USE THE FORM FNS-260 TO ORDER INVENTORIES OF COUPONS. THE COMPLETED FORMS ARE SENT TO FNS AND THEN TRANSMITTED TO THE COUPON PRINTING CONTRACTOR WHICH SHIPS THE COUPONS.
