Abstract: Section 7(e) of the Food Stamp Act of 1977, as amended, requires USDA to prescribe procedures for the delivery of coupons to all States. State and local governments use form FNS-260 to order coupon books in various denominations. A private contractor prepares the coupon orders for shipment to the States.
