Abstract: Section 7(E) of the Food Stamp Act of 1977, as amended, requires USDA to prescribe procedures for the delivery of coupons to all States. State and local governments use the form FNS-260 to order coupons. The completed forms are sent to FCS and then electronically transmitted to a private contractor who prepares the coupons for shipment to the States.
