Abstract: SECTION 7(E) OF THE FOOD STAMP ACT OF 1977 REQUIRES USDA TO PRESCRIBE APPROPRIATE PROCEDURES FOR THE DELIVERY OF COUPONS TO ALL ISSUANCE POINTS. STATE AND LOCAL GOVERNMENT USE THE FORM FNS-260 TO ORDER INVENTORIES OF COUPONS. THE COMPLETED FORMS ARE SENT TO FNS AND THEN TRANSMITTED TO A PRIVATE CONTRACTOR WHO PREPARES THE COUPONS FOR SHIPMENT TO THE STATES.
