In accordance
with 5 CFR 1320 and the Paperwork Reduction Act, the Office of
Management and Budget (OMB) approves this information collection
for a period of one year to permit additional evaluation of
performance trends. Statistical Policy analysis of the August 1988
evaluation of this information collection gives conflicting
indications -- a drop in dollar-weighted response that appears to
coincide with the introduction of the CATI system, coupled with a
general downward trend in prediction error from causes unknown. We
believe that rigorous analysis of actual response rates by business
size is needed to identify problems that are offsetting the
favorable trend. The Bureau should prepare a detailed analysis of
these response rates that relates them to operational changes that
have occurred in the program since 1980. This report should be
submitted as soon as possible, but no later than April 1990. The
Census Bureau should note that the "actual response rate" called
for in the justification that supports Standard Form 83A is to be
based on calculations that do not include supplementary variables.
Response rates weighted by dollar volume may also be provided as
long as they are clearly identified as such.

MONTHLY ESTIMATES OF RETAIL SALES. THESE PUBLISHED ESTIMATES ARE
