This ICR for the
final state sludge managment program regulations is approved for
three years on the condition that the burden estimates be changed
to reflect the final provisions of the sludge technical standards
final rule. In particular, if monitoring and reporting frequencies
for any or all of the sludge disposal practices change, EP will
need to adjust (program change) the burden estimates associated
with this final rule. EPA has done a good job in responding to OMB
comments on the proposed rule ICR. In addition, EPA's burden
estimates are complete and well justified.
