The addition of
the proposed trading and banking program to the motor vehicle
emission certification and fuel economy labeling program is
approved. However, the change in the burden estimate is no approved
as EPA proposed alternative standards which may affect public
burden. When EPA submits the ICR associated with the final
rulemaking care should be taken to detail the burden associated
with each recordkeeping and reporting requirement. Finally, this
ICR is approved through 8/91, the current expiration date for other
information collections approved under this OMB control
number.

HEAVY-DUTY ENGINE MANUFACTURERS
VOLUNTEERING TO PARTICIPATE IN THE TRADING AND BANKING
CERTIFICATION PROGRAMS WILL NEED TO SUBMIT TO EPA INFORMATION ABOUT
THEIR "EMISSION CREDITS". EPA WILL USE THESE REPORTS TO MONITOR
CREDIT GENERATION, USE, AND TRANSACTIONS, AND FOR ENFORCEMENT OF
EMISSION REGULATIONS.
