information collection for OMB review, it should indicate whether
it could minimize the burden/cost of its public comment
solicitation requirement at section 280.215 of the final rule by
allowing for the solicitation of public comments through media
other than local newspapers. We note that the statement of
neighborhood participation (required at section 280.207 0f the
rule) appears to provide sufficient documentation to allow the
Department to determine whether adequate public consultation has
occurred -- possibly obviating the Department's need to prescribe a
particular method of solicitation.
