responses to questions raised in public comments concerning
requests to allow one-time or annual filing of: (1) the
certificates required by 19 CFR 12.143, (2) the declaration setting
forth a complet statement of the exception claimed, and (3) other
documentation deemed necessary by Customs. Customs should respond
to whether there is a standard form preferred for documentation.
Finally, Customs should explain the circumstances, if any, under
which interested parties woul be permitted to seek advance rulings
for particular importations.

TRADING COMPANY FOR REQUESTING AN EXCEPTION TO THE THREE-YEAR
PROHIBITION ON THE IMPORTATION OF ALL PRODUCTS WHICH WERE PRODUCED
BY THESE COMPANIES.
