Terms of Clearance: According to 5 CFR 1320.18(f), OMB is approving this emergency processing information collection request (ICR) for 90 days. EPA shou stay in touch with the staff at DOE running the survey to determine if the survey will go beyond the 90 days and thus require the submittal of another ICR to extend the expiration date. We find that this ICR meets the "unanticipated event" criterion of 5 CFR 1320.18(a) and qualifies for emergency review. Given that EPA's asbestos questions will be a module in DOE's survey, it is appropriate to have a separate "burden box" statement and OMB control number.

Abstract: THE DEPARTMENT OF ENERGY'S INFORMATION ADMINISTRATION, AT THE REQUEST OF EPA, HAS AGREED TO ADD A SUPPLEMENTAL QUESTIONNAIRE TO ITS COMMERCIAL BUILDING ENERGY CONSUMPTION SURVEY. BUILDINGS OWNER WILL PROVIDE EPA WITH SUMMER 1989 DATA ON THE PRESENCE AND ABATEMENT OF ASBESTOS IN THEIS BUILDINGS. EPA USES THIS IN ITS ASBESTOS IN BUILDINGS PROGRAM.
