to the Federal REgister Notice of November 3, 1988. Upon submission
of a request for review, FAA shall have a plan and timetable as to
how the agency will proceed to revise airport noise compatibility
programs and to reduce associated burdens.

THE RESPONDENTS ARE THOSE AIRPORT
OPERATORS VOLUNTARILY SUBMITTING NOISE EXPOSURE MAPS AND NOISE
COMPATIBILITY PROGRAMS TO THE FAA FOR REVIEW AND APPROVAL. FAA
APPROVAL MAKES THESE PROGRAMS' NOISE COMPATIBILITY PROJECTS
ELIGIBLE FOR AN 8 PERCENT SET-ASIDE OF DISCRETIONARY GRANT FUNDS
UNDER THE FAA AIRPORT IMPROVEMENT PROGRAM.
