Abstract: 103(F)(2) PROVIDES REPORTING RELIEF FACILITIES THAT RELEASE HAZARDOUS SUBSTANCES IN A CONTINUOUS AND STABLE MANNER. UNDER PARA. 103(F)(2), THE NUMBER OF ANNUALLY REPORTED RELEASES ARE EXPECTED TO DECREASE BY 95 PERCENT FROM 2.7 MILLION TO 137000. THE SATISTICALLY SIGNIFICANT RELEASE REPORTS AND ANNUAL REPORTS ARE NECESSARY TO ASSESS FEDERAL RESPONSE REQUIREMENTS.
