In accordance
with the Paperwork Reduction Act and 5 CFR 1320 this information
collection has been approved with the exception of the reports for
potato stocks, potato processors, hops stocks, and New York dry
beans. USDA has failed to demonstate the practical utility of these
collections. A number of problems exist concerning the
justification submitted by the Department. First, USDA has not
fully explained the need for and the use of this information for
the proper performance of the Department's functions. For example,
what is the Federal need for data regarding the stocks of hops or
the amoun of potatoes that go to the production of shoestring
potatoes? Second, the need for the frequency of the reports has not
been adequately explained. What, for instance, is the purpose to
USDA of monthly potato stocks reports or semi-annual hops reports.
Third, duplication between these collections and the Agricultural
Census is not carefully considered, particularly with regard to
information concerning acreage in potatoes. Fourth, it is unclear
why this set of crops has been chosen for stock reports over other
crops (e.g. onions, carrots) or if other crops are covered by
another data collection. Finally, USDA' justification does not
adequately explain why certain information is sought for some
states and counties and not for others, (e.g. New York for dry
beans and Malheur County, Oregon for potatoes?)
