S UNDERWRITING PRACTICES' AN ESSENTIAL ELEMENT OF THE COINSURANCE PROGRAM IS HUD'S RESPONSIBLITY TO MONITOR LENDERS TO ASSURE ADHERENCE AND COMPLIANCE TO STATUTORY AND REGULATORY REQUIREMENTS.
