Abstract: THE APPLICATION AND ENVIRONMENTAL IMPACT STATEMENT ARE NECESSARY TO ALLOW HUD TO DETERMINE THE ELIGIBILITY OF PRIVATE NON-PROFIT ORGANIZATIONS OR GOVERNMENTAL ENTITIES RECEIVE THE FUNDING UNDER THE DEMONSTRATION PROGRAM, TO ASSESS THE RELATIVE CAPABILITY OF THESE ORGANIZATIONS TO OPERATE HOUSING AND SUPPORT SERVICES FOR THE HOMELESS POPULATION AND DETERMINE WHETHER ANY ADVERSE IMPACT FOR THE ENVIRONMENT WILL RESULT.
