The quarterly
component of this survey provides the essential data for a
Principle Economic Indicator. However, the recent evaluation of
this series under Statistical Policy Directive No. 3 continues to
show poor quarterly performance. Further, the research program
proposed by the Census Bureau does not give adequate attention to
improving performance of the quarterly series. A more effective
research plan designed explicitly to improve quarterly performance
should be developed as soon as possible. To assure continuity of
the quarterly series and allow a grace period for developing a new
researc plan, the revised quarterly forms (PE-1, PE-2, PE-3 and
PE-4 series only) are approved for use through January, 1991,
provided that the Census Bureau will submit an integrated research
plan covering both quarterly and annual components of the program
on or before September 28, 1990. The pollution abatement supplement
will be disposed separately as a revision to the existing pollution
abatement cost survey (OMB #0607-0176).
