AN OPERATIONS MANUAL IS REQUIRED FOR
MARINE BULK OIL AND HAZARDOUS MATERIALS FACILITIES. IT IS APPROVED
BY THE COAST GUARD AND NEEDED TO PREVENT SPILLS AND ACCIDENTS
RESULTING FROM IMPROPER PROCEDURES. THE AMENDMENTS PROVIDE A
MECHANISM FOR AMENDING THE MANUAL TO ACCOMMODATE CHANGES IN
CIRCUMSTANCES OR IN THE REGULATIONS.
