TO A FACILITY OR VESSEL. PERSONS IN CHARGE OF A TRANSFER OPERATION
MUST REVIEW AND CERTIFY COMPLIANCE WITH PROCEDURES SPECIFIED IN THE
REGULATIONS WHICH ARE LISTED IN THE DECLARATION OF INSPECTION. A
SIGNED COPY OF THE DECLARATION OF INSPECTION MUST BE RETAINED BY
BOTH THE FACILITY AND THE VESSEL FOR
