PROPOSAL WOULD ESTABLISH A PREFERENCE
IN THE COMMISSION'S LICENSING PROCESS FOR PARTIES REQUESTING
SPECTRUM ALLOCATION RULE CHANGES ASSOCIATED WITH THE DEVELOPMENT OF
NEW COMMUNICATIONS SERVICES. THE PREFERENCE WOULD APPLY TO ANY
APPLICANT SEEKING AN ALLOCATION IN ORDER TO PROVIDE A NEW SERVICE
WHOSE PROPOSAL WAS ADOPTED BY THE COMMISSION.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
