Terms of Clearance: OMB approves this information collection package under the following conditions: 1) ED provides OMB with the list of participating QC project institutions, as promised in the 9/10 ED memo. 2) ED responds to any subsequent questions concerning the Quarterly Report posed by OMB, since OMB did not consider this to be part of the pending information package. 3) ED includes an explicit notice to participating institutions that they may reformat worksheets, and enter them on their own PCs, provide that the required information is reported. 4) ED sends the User's Manual simultaneously to sending the Workbook. 5) ED sends an itemized estimate of Federal cost as specified in the instructions to the SF-83. 6) ED deletes the possible options for QC on p. 1-2 of the Workbook. 7) OMB leaves open the issue of sample size for small schools, except for the four schools grandfathered into the project. 8) ED assures that by aggregating errors across programs, institution will not lose sight of the fact that programs can be sources of error. 9) ED deletes the statement about small schools on p. 3-20 of the sampling instructions, assuming that a letter of clarification is sent to the four small schools which includes the special sample size table.
