IT IS USED TO DELEGATE AUTHORITY FOR THE PROGRAM TO MONITOR AND ENFORCE COMPLIANCE WITH REGULATIONS AND TO MAKE DETERMINATIONS RELATED TO REPORTING REQUIREMENTS.
