PARTICIPAING IN THE JJDP ACT FORMULA GRANT PROGRAM. THE MONITORING
REPORT PROVIDES THE ONLY MEASUREMENT OF STATES' COMPLIANCE WITH THE
MAJOR MANDATES OF THE ACT. TO ANSWER PUBLIC INQUIRIES AND TO ASSIST
CONGRESS, OJJDP AND THE STATES IN PLANNING JUVENILE JUSTICE SYSTEM
IMPROVEMENTS.
