For the record,
it should be noted that FMCS was in violation of the Paperwork
Reduction Act from Oct. 1989 to Sept. 1990, when the agency
required the quarterly submission of the LM-7 and LM-8. Previous
OMB terms of clearance for these forms stated that "... The agency
shall n require the submission of forms LM-7, Financial Status
Report, and LM- Project Performance Report, more frequently than
semi-annually.... the agency shall further recede to annual
reporting or explain why annual reporting would not give the agency
sufficient information to carry ou the agency's function." The
current request for OMB approval does not respond to these
concerns. However discussion with the agency has indicated that
certain grant recipients may need the oversight provide by
quarterly monitoring. Therefore, we have approved this collection
information for three years with the following terms of clearance.
Th agency shall not requrie the submission of forms LM-7 and LM-8
more frequently than semi-annually. Should the agency wish to
return to quarterly reporting, the agency may resubmit this package
at any time with an explanation of why quarterly reporting is
essential and whethe such reporting is necessary for all kinds of
grant recipients. (To reduce the burden of any resubmission, the
agency may use a copy o this package with the explanation attached
and, of course, a new SF83.
