ELIGIBILITY AND PRIORITY IN TERMS OF NEED, CERTAIN INFORMATION MUST
BE PROVIDED BY EACH APPLICANT. ON THE BASIS OF THIS INFORMATION,
AND IN ACCORDANCE WITH 25 CFR PART 256.5, TRIBES DETERMINE
ELIGIBILITY, PRIORITY, AND THE AMOUNT OF HIP FUNDS
