collection of information is approved in part and disapproved in
part. OMB cannot approve the recordkeeping and reporting
requirements associated with the weekly inspection of pumps under
section 61.242-2(d)(4). The agency has not demonstrated why this
collection is necessary given the requirement for an audible alarm
on the same pumps. All other parts of this collection are approved
for three years.

CONSTRUCTION, MODIFICATIONS, STARTUP, SHUTDOWNS, MALFUNCTIONS, DATE
AND RESULTS OF PERFORMANCE TEST. OWNERS/OPERATORS SHALL MONITOR
BENZENE PROCESS EQUIPMENT FOR LEAKS AND REPORT THE RESULTS OF THE
MONITORING AS WELL AS LEAK REPAIR EFFORTS TO EPA
SEMIANNUALLY.
