OMB has approved this ICR through May, 1993, for the evaluation of potential accidental release regulations under the Clean Air Act. OMB does not believe that the information has practical utility for severa other purposes cited in the supporting statement including: 1) helping state and local planning committees plan for emergencies 2) detecting trends of accidents at facilities (This information is already available from the National Response Center) and, 3) increasing management awareness of accidental release risks. If EPA needs to extend this information collection request for the approved purpose, EPA needs to show exactly how this information is being used and why it will still be useful in developing the accidenta release regulations. This collection is not approved as an ongoing collection for any othjer purpose. OIRA believes that an information collection request for most other purposes should be much less burdensome (if such a collection is justified at all). If EPA needs to collect this information for any other reason after that date, including inclusion in any database, it must demonstrate that this information has practical utility.

ARIP FOSTERS IMPROVEMENTS IN OVERALL CHEMICAL PROCESS SAFETY BY FOCUSING ATTENTION ON ACCIDENTAL RELEASES AND SERVING AS A RELEASE PREVENTION INFORMATION CLEARINGHOUSE. ARIP ALSO SUPPORTS THE DETERMINATION OF NEED AND DEVELOPMENT OF REASONABLE REGULATIONS ON ACCIDENTAL RELEASE PREVENTION. CURRENTLY AVAILABLE INFORMATION ON CAUSES ANF RELEASE PREVENTION PRACTICES IS INADEQUATE. FACILITIES (MAINLY IN CHEMICAL INDUSTRY) NEED TO SUPPLY THE INFORMATION WHENEVER AN ACCIDENTAL RELEASE MEETS THE TRIGGER CRITERIA.
