Pursuant to the
Paperwork Reduction Act, we have extended approval of the JTPA
Annual Status Report Revisions through July 1992. Because
sufficient information is not available at present, ETA has not
responded to all the terms of clearance which OMB issued on May 1,
199 Therefore, the Department shall answer the questions posed t
that time we have attached a copy of the existing terms of
clearance. In addition, we continue to be concerned about the issue
of non-respon bias as it affects post-program follow-up survey
data. ETA shall therefore report on the performance of its model to
correct for non response, including, where available, information
as to the number of SDA's which have used this model. Also, ETA
shall provide to OMB any available information concerning follow-up
response rates for individu SDA's. This information could take th
form of a summary table that ETA provides to OMB.

NECESSARY FOR THE SECRETARY TO CARRY OUT RESPONSIBILITIES SPECIFIC
AT SECTIONS 106, 165, AND 169 OF JTPA.
