amended by ED's memoranda to OMB of 6/12/91 and 6/19/91. OMB notes
that the initial clearance package contained many problems o
presentation, such as missing pages, typographical errors, and
inclusion of out-dated regulations, which adds burden and confusion
fo grant applicants and reflects poorly on the Department. Such
poor quality in any future clearance requests for this program will
not be acceptable. In addition, ED has agreed to meet the following
conditions: -- Approval through June 1994 is conditional on the
reauthorization of the Higher Education Act. Should reauthorization
result in any progra changes that would affect the information
collected in this applicatio ED should resubmit the package for
clearance. Continuation applicants may, however, continue to use
the current clearance. -- ED should include the most recent version
of program regulations in any application package (currently,
7/1/90 edition). -- As soon as possible, ED should go through
technical rulemaking to a the appropriate control numbers
references at the end of the regulator provisions cleared in this
package. -- In the instructions for the Business and International
Education Program application, ED should revise line 1 of Program
Narrative Item 3.a. (Quality of Key Personnel) to change "or" to
"of". -- ED should include the "Importance Notice" page in
Fulbright-Hays.
