this information collection request, as ED has not fulfilled the
conditions of clearance placed on the previous approval the
application, which requested a copy of ED's report examining the
connections between withdrawal rates and default rates at
educational institutions by March 1991. OMB continues the previous
clearance through September 30, 1991. Upon fulfillment of the
conditions of thi clearance, ED may resubmit the package for OMB
review.

THE SECRETARY OF EDUCATION MUST
DETERMINE WHETHER POSTSECONDARY EDUCATIONAL INSTITUTIONS MEET THE
STATUTORY AND REGULATORY REQUIREMENT FOR ELIGIBILITY AND
CERTIFICATION TO APPLY FOR FUNDING FOR PROGRAMS AUTHORIZED BY THE
HIGHER EDUCATION ACT OF 1965, AS AMENDED. THE SECRETARY USES THE
INFORMATION COLLECTED ON THIS FORM TO DETERMINE IF AN INSTITUTION
QUALIFIED FOR ELIGIBILITY AND CERTIFICATION.
