This ICR is not
approved because EPA failed to submit the ICR at the the time the
proposed rule was published (11/7/90) as required by 1320.13 (b).
In addition, EPA has not demonstrated that the least burdensome
approach has been taken according to 1320.4 (b)(1) for
re-certification (171.57) and level of supervision provisions
(171.35) In particular, EPA should seriously consider a 5 year
re-certification period rather than the proposed 3 years.
