Abstract: THE RULE REQUIRES STATE AND LOCAL GOVERNMENT TO SUBMIT A PLAN TO HUD DESCRIBING THE PROGRAM OF NEIGHBORHOOD REDEVELOPMENT. HUD MUST ACCEPT THE PLAN BEFORE EXEMPTING A SECTION 203(K) REHABILITATION LOAN FROM THE SEVEN UNIT RULE.
