HUD has revised
its certification form to include debarment and anti- drug. HUD has
also revised certification F on HUD's common grants rule. OMB
reinstates approval of forms currently being used: HUD Forms
4121,4122,4123,4125,4126. HUD shall not make revisions to these
forms that reflect the new information collection requirements
include in the proposed rule "CDBG Grants for Indian Tribes and
Alaskan Native Villages". OMB does not approve the information
collection requiremen in the proposed rule. In accordance with
Section 3504(H) of the Paper work, OMB files the following
comments: 1) Pursuant to 5 CFR 1320.4(b)(3), HUD shall demonstrate
the practical utility of requiring applicants to submit a map and
demographic data. 2) HUD shall provide data on the actual number of
Indian tribes and Alaskan native villages that have applied for
grants 3) HUD shall summarize any public comments associated with
the infor- mation collection portions of the proposed rule and
address the com- ments in the next submission. 4) Finally, pursuant
to 5 CFR 1320.4(b) (1), HUD shall ensure that the collection of
information associated with the CDBG Block Grants applications for
Indian Tribes and Native Alaskan villages is the least burdensome
necessary. 5) HUD shall pro- vide greater detail on how it
calculated a 31 hour burden estimate.

INFORMATION COLLECTION REQUIREMENTS OF
THE INDIAN CDBG PROGRAM ARE NEEDED IN ORDER FOR HUD TO SELECT THE
BEST PROJECTS FOR FUNDING DURING ANNUAL COMPETITIONS. ADDITIONALLY,
THE REQUIREMENTS ARE ESSENTIAL FOR HUD IN MONITORING GRANTS TO
INSURE THAT GRANTEES ARE MAKING PROPER USE OF FEDERAL DOLLARS, TO
SHOW EMPLOYMENT OF ANY FORCE ACCOUNT CONSTRUCTION WORKERS, AND TO
CLOSE OUT GRANTS.
