Abstract: REQUESTS FOR PROPOSALS USED TO COMPETITIVELY SOLICIT PROPOSALS IN RESPONSE TO NSF NEED FOR SERVICES. IMPACT WILL BE ON THOSE INDIVIDUALS OR ORGANIZATIONS WHO ELECT TO SUBMIT PROPOSALS IN RESPONSE TO THE RFP.
