In accordance
with the Paperwork Reduction Act and 5 CFR 1320, this information
collection request is approved through December 1993 with one
burden hour. FmHA has committed to completing a Regulatory Impact
Analysis in accordance with E.O. 12291 and consistent with the
guidanc in Appendix V of the 1991 Regulatory Program before
developing a draft final regulation, which will apply to all
eligible states except Vermont. In this analysis FmHA shall include
the costs and benefits associated with the reporting and
recordkeeping requirements of this program, in particular with the
elements of the State Farmland Preservation Plan.

THIS PROPOSED REGULATION IS BEING
ISSUED TO IMPLEMENT SEC. 1465 OF THE AGRICULTURE, CONSERVATION, AND
TRADE ACT OF 1990, P.L. 101-624. THE INTENDED EFFECT OF THIS ACTION
IS TO ASSIST STATES IN FINANCING FARMLA PRESERVATION FOR FUTURE
GENERATIONS. THE FARMERS HOME ADMINISTRATION W AUTHORIZED BY THE
FOOD, AGRICULTURE, CONSERVATION, AND TRADE ACT OF 1990 TO GUARANTEE
LOANS TO ASSIST STATES IN FINANCING SUCH AN EFFORT.
