Abstract: THE MANIFEST IS A CONTROL AND TRANSPORT DOCUMENT THAT ACCOMPANIES THE WASTE FROM ITS GENERATION POINT TO ITS DESTINATION POINT. THESE REQUIREMENTS ARE INTENDED TO ENSURE THAT HAZARDOUS WASTE DESIGNATED FO DELIVERY TO AN OFF-SITE TSDF ACTUALLY REACHES ITS DESTINATION. THE MANIFEST SYSTEM IS A SELF-ENFORCING MECHANISM THAT REQUIRES RESPONDENT TO PARTICIPATE IN AN ACTIVE HAZARDOUS WASTE TRACKING SYSTEM.
