Approved as amended by ED's memoranda to OMB of 11/26/91 and 12/2/91. In addition, consistent with conditions of clearance for the currently approved application package for this program (OMB # 1810-0531), OMB approves this status report package through August 1992. The McKinney Act Amendments of 1990 require that by December 1, 1992, ED shall determine accurate estimates of the number of homeless children and youth in the United States. Upon resubmission of this clearance package for PRA review, ED shall provide OMB with a strategy from the Director of Compensatory Education that indicates how the Department will comply with the 12/1/ statutory deadline. ED should follow the statutory provisions outlining the study to provide the foundation for these counts,in orde to create as accurate a count as possible through considering appropriate definitions; the experience of the 1990 Census; appropriat methodologies for identifying, locating, and counting homeless childre and youth; and the accuracy and costs of these methodologies. OMB encourages ED to consider developing a range estimate, rather than a precise number, due to the difficulty of finding this population and t variability of its size. If a range is pursued, sufficient attention should be paid to the accuracy of the upper and lower bounds, to ensur that the resulting figures have practical utility.
