Terms of Clearance: Approved as amended by ED's 11/25/91 memorandum. In addition, ED has agreed to meet the following conditions: -- ED shall not go forward with its proposal to pay respondents for their participation in this survey at this time. OMB and ED shall mee on the issue as soon as possible; ED shall administer the survey to respondents and analyze and report the data collected, according to th agreement reached between OMB regarding respondent payments and the related analysis. -- ED shall provide any plans for development of a "composite score" t measure adult literacy for OMB review prior to release of such a statistic. -- ED shall provide its plans for analysis of workforce data by race/ ethnicity for OMB review prior to any public release of such data. -- ED shall provide a copy of its final methodology report for OMB review prior to public release of this document. -- ED has assured that sampling households will result in a college dormitory sample of at least 300 students. ED has agreed that data fo this component will not be disaggregated, due to the small sample size -- ED shall provide a copy of the letter to incarcerated populations f OMB review.

Abstract: CONGRESS HAS MANDATED THE DETERMINATION OF THE LITERACY LEVELS OF ADUL RESIDING IN THE UNITED STATES. THE MAIN DATA COLLECTION FOR THE NATIONAL ADULT LITERACY SURVEY WILL BE CONDUCTED IN 1992. THE RESPONDENTS WILL BE REPRESENTATIVE SAMPLE OF ADULTS AGED 16 AND OLDER RESIDING IN HOUSEHOLDS OR INCARCERATED IN PRISIONS.
