Terms of Clearance: Approved as amended by ED's 1/29/92 memorandum to OMB. One-year approval is granted in light of the pending reauthorization of the Higher Education Act, and the development of subsequent regulations fo this program. ED has indicated that such regulations shall propose a definition of "groups underrepresented in higher education." For the next grants cycle, this Performance Report shall be amended to require that grantees include their definition of this term, in light of the statutory requirement to serve underrepresented groups.
