Abstract: PROPOSED REGULATION IS BEING IMPLEMENTED TO COMPLY WITH LEGISLATION AUTHORIZING A 5-YEAR PILOT PROGRAM IN UP TO FIVE STATES WHEREBY A STAT RURAL ECONOMIC DEVELOPMENT REVIEW PANEL WILL BE ESTABLISHED TO REVIEW AND RANK APPLICATIONS REQUESTING ASSISTANCE FROM DESIGNATED RURAL DEVELOPMENT PROGRAMS.
