Approved under the following conditions: -- The Applicant Form shall be administered only to students who have been accepted into the Young Scholars Program (YSP). Applicants who have not been accepted may provide address and tracking information only, to facilitate contacting them as a comparison group. -- The use of unsuccessful applicants as the sole control group will bias estimates of program impact, since students who have been denied are generally not as qualified as successful applicants. The upcoming NSF evaluation should consider other means of developing a true contro group, which do not reflect this bias. -- Since NSF will use the upcoming evaluation to determine program impact, the "Follow-Up" form is not necessary. Approval for the Applicant Form and Participant Form, both of which should be retitled to reflect entry and exit in the program, does not extend to the Follo Up Form. Moreover, the Follow-Up form will not be necessary once the evaluation begins. -- We expect the upcoming evaluation to employ sampling techniques, rather than collect information on a universe basis. -- We note that use of information about math/science expectations for younger students should be treated with due caution. -- Last, Q. 9 of the Applicant Form shall be revised to include an option for "Other", since the categories are not exhaustive.

NSF NEEDS THE INFORMATION TO ESTABLISH BASELINE DATA ON ITS YOUNG SCHOLARS PROGRAM. THIS WILL ALLOW FOR THE ASSESSMENT OF PROGRAM IMPACT AFTER ENOUGH TIME HAS ELAPSED TO ALLOW FOR OBSERVABLE RESULTS, INCLUDING THE INFLUENCE OF PARTICIPATION ON CAREER SELECTION. THE AFFECTED INDIVIDUALS ARE STUDENTS IN THE PROJECTS.
