Abstract: THE AFFECTED PUBLIC INCLUDES EMPLOYERS WHO MAINTAIN EDUCATIONAL ASSISTANCE PROGRAMS AND THEIR EMPLOYEES. THE EMPLOYER MUST SET FORTH THE TERMS OF THE PROGRAM IN A SEPARATE WRITTEN PLAN. ELIGIBLE EMPLOYEES MUST BE GIVEN NOTIFICATION OF THE TERMS AND AVAILABILITY OF THE PROGRAM. EMPLOYEES MAY BE REQUIRED TO SUBSTANTIATE ELIGIBILITY TO RECEIVE BENEFITS.
