THE HATE CRIME STATISTICS ACT, PASSED
BY THE U.S. CONGRESS AND SIGNED BY THE PRESIDENT IN APRIL 1990,
MANDATED A 5-YEAR DATA COLLECTION OF CRIMES MOTIVATED BY RELIGIOUS,
ETHNIC, RACIAL, OR SEXUAL-ORIENTATION PREJUDICE. THE ATTORNEY
GENERAL HAD DELEGATED HIS RESPONSIBILITIES UNDER THE ACT TO THE
DIRECTOR OF THE FBI. THE FBI'S UNIFORM CRIME REPORTS (UCR) SECTION
HAS BEEN ASSIGNED ON JULY 3, 1990, THE TASK OF
