Abstract: ON MARCH 12, 1987, PRESIDENT REAGAN SIGNED A MEMORANDUM DIRECTING ALL AFFECTED EXECUTIVE DEPARTMENTS AND AGENCIES TO SIMULTANEOUSLY ISSUE A COMMON RULE THAT ADOPTS GOVERNMENTWIDE TERMS AND CONDITIONS FOR GRANTS TO STATE AND LOCAL GOVERNMENTS.
